Abstract
The papers of this Pulitzer Prize winning journalist and author consist of correspondence, speeches, lecture notes, financial records, calendars, questionnaires, audio tapes, newspaper clippings, mailing lists, and pamphlets. The materials document Livingston’s career from his days as the financial editor of the Philadelphia Evening Bulletin to the latter years of his career as national economics pundit and professor of economics. The collection reflects Livingston’s interest in international monetary policy, particularly the influence of Western economic practices on the Eastern bloc, and American policies regarding inflation and the social security system. Subjects of interest to the economist include the Marshall Plan, supply-side economics, international trade, and the American steel industry.
The correspondence is dominated by the national media, including letters from executives and fellow journalists at the Washington Post, the Saturday Evening Post, Business Week, the Philadelphia Record, the Philadelphia Inquirer, and the Voice of America; governmental officials, academics, and lay readers of Livingston’s columns constitute much of the remaining correspondence. Prominent correspondents include Benjamin Bradlee, Bill Bradley, Charles E. Carden, Robert Dole, William A. Doyle, Stuart Eizenstat, Gerald Ford, Alan Greenspan, Katherine Graham, William H. Gray, John Herling, Lyndon Baines Johnson, Jack Kemp, Eugene Meyer, Bill Moyers, Richard M. Nixon, William Proxmire, Henry Reuss, Hobart Rowen, George Schultz, Sam Shulsky, Arlen Specter, and Jack Valenti. Much of the correspondence is routine.
Livingston began his journalism career as a reporter in 1925 and by 1931 he served as executive editor of the New York Daily Investment News. Livingston worked on the staff of business Week until World War Two when he was appointed to the War Production Board as an economist and editor. In 1945 he began publishing his “business Outlook” column for the Philadelphia Evening Bulletin, which eventually became nationally syndicated, and in 1964 won a Pulitzer Prize for a series entitled “The Powerful Pull of the Dollar.” Throughout the 1960s and 1970s Livingston wrote for numerous national newspapers and magazines on international economics and politics; he also briefly taught economics at Temple University. Livingston also wrote The American Stockholder (1958, 1963), book reviews and, beginning in 1972, a weekly chess column. In addition to the Pulitzer Prize, he won numerous journalism awards.
Biography
Born in New York City on February 10, 1905, Joseph Arnold Livingston graduated with an A.B. Degree from the University of Michigan in 1925. He worked as a reporter in New York for at least four different newspapers between 1925 and 1930; the Queens County News; the Bronx Home News; Fairchild’s Daily News Record; and the Brooklyn Daily times. He married Rosalie Logise Frenger on September 16, 1927. In the second half of 1929, Joseph A. Livingston audited economics classes at the College of the City of New York, and, between 1931 and 1934, began working at the New York Daily Investment News, for which he wrote a column, “Talking It Over,” and of which he became executive editor. In 1934, because of financial difficulties brought on by the Depression, he was compelled to resign; he then worked as public utilities editor for Financial World in New York City. Shortly thereafter he began working as an economics editor at McGraw-Hill’s Business Week, also in New York. Subsequently, as “Staff Economist” and “Economist” for Business Week Livingston wrote the weekly “Outlook” column and “The Trend,” the back-page editorial column from 1936 to 1942.
In May, 1942, Livingston took a leave of absence to help set up War Progress, an internal government weekly magazine, for the War Production board. He served as editor and subsequently as economic assistant to the war Production Board’s Chief of Operations, Hiland G. Batchellor. During this time, Livingston wrote Reconversion - the Job Ahead, a Public Affairs Pamphlet published in June, 1944. In September and October, 1944, he assisted in producing the War Production Board’s Critical Programs reports. In 1945, Livingston transferred to the staff of the Office of War Mobilization and Reconversion where, under the direction of James F. Byrnes, he helped compile additional analytical and statistical reports for the United States government.
Livingston became financial editor for the Philadelphia Record from late 1945 until the newspaper’s closure in early 1947. He worked in 1947 and 1948 as a business and economics columnist for the Washington Post. On July 9, 1948, he became financial editor of the Philadelphia Bulletin, continuing in this position until 1967. After promoting the concept of a regular economics column for two years, Livingston began his hallmark semi-weekly column, “The Business Outlook.” First named “Minding Your Business” (from April 8 to October 9, 1947) it became “The Business Outlook” in mid-October 1947. “The Business Outlook” became nationally syndicated on or around October 14, 1947, and remained so until Livingston’s death forty-two years later.
In addition to his regular column, Livingston brought much attention to himself and the Philadelphia Bulletin through his numerous special articles about international economics. For several of these he won prestigious journalism awards, most notably a 1965 Pulitzer Prize.
Livingston stepped down as financial editor of the Philadelphia Bulletin in 1968 but stayed on as an economics columnist until 1972. As an honorary professor of economics he taught Economics 311, “Seminar on Contemporary Economic Trends,” at Temple University, from January 1971 to June 1972.
Livingston ended the main thrust of his journalism career as an economics columnist from 1972 to 1989 for the Philadelphia Inquirer. He also co-wrote a regular chess column for the same newspaper from 1973 to 1989.
During his log professional life, Livingston wrote numerous articles for various magazines and journals and one full-length book, The American Stockholder (1958, 1963). He also wrote, between 1963 and 1989, occasional book reviews for various periodicals. Between 1962 and 1964, he wrote radio scripts for his audio “Business Page,” which was broadcasted on WCAU Philadelphia Radio. Livingston travelled extensively, especially in Europe, interviewing, taking notes, and writing wherever he went. An active member of several clubs and professional organizations, Livingston served in 1955 as President of Philadelphia’s Franklin Inn Club; he also helped organize the Society of American business [and economic] Writers and served as its first president in 1964 and 1965. Livingston also assisted his alma mater, the University of Michigan, through fundraising and scholarship awarding activities. Also, from the late-1940s to the late 1980s, Livingston delivered many speeches to civic organizations and participated in numerous panel discussions and workshops.
From the Second World War until his death, Livingston kept in contact with numerous officials in the United States Government. He made statements at Congressional hearings, worked as an advocate for the Commerce Department’s Statistical Abstract of the United States, and, in 1961, audio-taped a mini-series for the Voice of America entitled “the Evolution of the American Economic Revolution.”
Perhaps Livingston’s most innovative achievement was a gauge specialists predictions about the American economic outlook. Beginning around 1946, he sent semi-annual economic forecasting questionnaires to leading American economists and business people, tabulating and analyzing their responses in his “Business Outlook” column. Livingston’s series was adopted by the Federal Reserve Bank of Philadelphia in 1974. This type of forecasting has since become popularized by the mass media.

J.A. Livingston and his wife Rosalie L. (Frenger) Livingston lived in and around New York City from 1927 to 1942; in and around Washington, D.C. from 1942 to 1945; in Philadelphia from late 1945 to early 1947; in Washington again until 1948; in Philadelphia and at the family farm near Pipersville and Tinicum, Pennsylvania, from 1948 until the 1980s; and in an apartment in Center City Philadelphia at 2110 Delancey Place until J.A. Livingston’s death, December 25, 1989.
Their daughter, Patricia Livingston, married Mathew Herban, III.
Acquisition of Papers:
The Joseph A. Livingston Papers were donated to Temple University in July 1990 by Mrs. Joseph A. Livingston and Patricia Livingston Herban (joint executrices for the J.A. Livingston Estate). The files were picked up at the Livingston residence and at Livingston’s office at The Inquirer building (North Broad Street, Philadelphia) in August and September 1990. In 1991 galley proofs, with various emendations, drafts, etc., of Livingston 1958 book The American Stockholder, were transferred from the Temple University Archives (Conwellana-Templana Collection) to the Livingston Papers.
Scope and Content
The collection is divided into two parts: Livingston's "personal life" and his "professional life." However, most of both these parts documents Livingston's work-related activities and interests. The major strength of this collection is its unbroken coverage of Livingston's journalism career from the Second World War until 1989. Continuous series of calendars, date books, speeches, and collated newspaper columns detail Livingston's travels, ideas, and writings. Correspondence with lay readers, fellow journalists, and politicians is variegated and multitudinous.

and prominent government officials are usually filed in the pertinent organizational

folders; and in sub-category folders under the heading "United States Government,"
such as the Senate, House of Representatives, Commerce Department, or the
Executive Office of the President.
