HISTORICAL NOTE


The Fellowship Commission is the nation's oldest and largest private metropolitan human rights organization, serving the Philadelphia area since 1941. It initially grew out of a number of separate attempts to fight and prevent the further spread of antisemitism in Philadelphia prior to American entry into World War II, and the increasing conviction that Black people and other minorities were being denied their rightful place in American society as result of prejudice, discrimination, and systematic injustice.

In 1941 through the joint efforts of the Philadelphia Anti-Defamation League (later the Jewish Community Relations Council), Fellowship House, the Race Relations Department of the Philadelphia Federation of Churches (now the Metropolitan Christian Council), the Friends Committee on the Race Relations (of the Religious Society of Friends), the Fellowship Commission was formed.

The four original constituent agencies were joined by the Philadelphia branch of the National Association for the Advancement of Colored People and the International Institute (Later renamed the Nationalities Service Center) in 1942, and by the Philadelphia branch of the National Conference of Christian and Jews in 1943. The Council for Job Opportunity (CEJO) became the eighth constituent organization in 1946, followed by American Civil Liberties Union in 1952. Dr. William Henry Walsh, became the Commission’s first President and Maury Fagan its first Executive Director.

During the 1940s the agency worked to eliminate questions concerning race and religion from job and school applications, newspaper advertisements that designated racial or religious preferences, and to eliminate real estate advertisements which affirmed restrictive covenants. The organization played a key role in promoting the peaceful acceptance of Black workers into the company union during the Philadelphia Transit Company (now SEPTA) strike of 1944. The agency established the Philadelphia Fellowship Award and the National Fellowship Award in 1945. These awards provide public recognition to individuals and organizations for outstanding contributions on behalf of human rights. It 1947, the agency opened a library and, started publication of its quarterly newsletter, Report to the Community , in October 1948.

Most of the Fellowship Commissions constituent agencies tended to concentrate within a given field or cater to the needs of a particular group. In order to facilitate the study of potential courses of action in the various fields, which cut across the concerns of the constituent agencies, the Fellowship Commission began to establish standing committees. The committees brought together experts in the various fields, concerned members of the community, and members of The constituent agencies and Fellowship Commission staff in working sessions. The standing committees came to include: The Education Policy and Planning Committee (EPPC); the Committee on Higher Education (COHE); Committee on Community Tensions (CCT); Committee on Employment and Economic Security (CEES); Health Policy and Planning Committee (HPPC); and the Committee on International Human Rights (CIHR).

It became clear that adequate legal protections were necessary in creating a climate more conducive to the advancement of civil rights, drafting, evaluating, and advocating legislation which became an increasing part of the Fellowship Commission’s work. Often this work was extremely demanding and required years of grass-roots efforts, lobbying, and public education. Fellowship Commission achievements in this area included; the passage of an ordinance in 1948 to establish Philadelphia’s Fair Employment Practices Commission; the establishment of a state Fair Employment Practices Commission in 1955 which played a key role in the drafting of the Home Rule Charter, the establishment of the Pennsylvania Race Relations Commission (later the Pennsylvania Human Relations Commission (later the Pennsylvania Human Relations Commission); pushing through ordinances outlawing discrimination and segregation in public and private housing; organizing the Citizen’s Council on Democratic Rights (later to become the Philadelphia chapter of the American Civil Liberties Union in 1952).

Expanding educational opportunities and the provision of quality integrated education in safe school environment has been a major concern of the Commission since its inception. In 1944, the Commission launched the Philadelphia childhood project, co-sponsored by the Philadelphia School System, the Massachusetts Institute of Technology, and the National Bureau of Intercultural Education. The results of the study were cited by the United States Supreme Court in its historic Brown vs. Topeka Board of Education decision of 1954, requiring an end to segregation in public schools. Other attempts by the agency to ensure equal opportunities in education include; the organization of the Citizen’s Committee for a Free City College in 1945; the opening of the Community College of Philadelphia in 1965; and helping pass the Pennsylvania Fair Educational Opportunities Law in 1961.

In recent years the organization's efforts to protect the rights and opportunities of individuals included such projects as the drafting and enactment of Pennsylvania’s “Compensation for Innocent Victims of Violent Crime Act", lobbying for stricter handgun controls, assisting Southeast Asian refugees groups in forming their own self-help organizations; and developing strategies to help women and children in poverty.

Series I. Administration. Includes correspondence, meeting minutes, speeches, papers, reports for the PFC Board of Commissioners and the Executive Director’s office. Series also contains by-laws, mission statements, articles of incorporation, and historical background material for the agency.

Series II. Committees. Series includes correspondence, meeting minutes, reports, proposals, and seminar and workshop materials for the various PFC administrative and program committees. Files detail the activities of key committees such as the Council on Charter Revision, Council for Equal Housing Opportunity, Fair Election Practices Committee and Women of the Fellowship Commission.

Series III. Committee on Community Tensions (CCT). This committee basically handles criminal justice issues like capital punishment, gun control, prison reform, the decriminalization of drugs, juvenile court system, and police-community relations. Files include correspondence, reports, minutes, proposals, papers, publications, and other miscellaneous materials.

Series IV. Committee on Opportunities for Higher Education (COHE). This Committee worked to eradicate all forms of discrimination against minorities in higher education. Series contains information on numerous issues of interest to the agency such as affirmative action, particularly the Alan Bakke case, and the integration of Girard College. Series also contains files on the College Bound Program and the establishment of the Community College of Philadelphia.

Series V. Council for Equal Job Opportunities (CEJO). The Council was established by the Commission in 1943 to protect the rights of all persons to seek, obtain and hold gainful employment without discrimination on account of race, religion or national origin. The series includes, correspondence, reports, minutes, committee by-laws, papers, proposals, publications, and program materials that document the work of the Committee and its various sub-committees.

Series VI. Educational Policy Planning Committee (EPPC). This Committee dealt with policies affecting education in Philadelphia, and worked closely with the Philadelphia School District to assure the smooth integration of minority students and personnel. Series include, correspondence, reports, minutes, publications, conference and workshop materials detailing various school issues including school desegregation, and student rights.

Series VII. Program and Activities of PFC. This series contains correspondence, minutes, reports, publications, seminar and workshop materials, exhibit and special program files . Project files of key interest include, Radio Scripts from the PFC program “Within Our Gates”(1945-1951), the Southeast Asian Project (1975, 1980-1985), and the Youth Services Commission Project (1970-1974).

Series VIII. Public Relations/Publications. Series includes correspondence regarding PFC Publication “Report to the Community", and requests for other PFC publications. Other files include flyers, brochures, pamphlets, newsletters from other organizations on subjects such as gun control, higher education, consumer protection, and other miscellaneous subjects.

Series IX. Organizations. This series includes files on other organizations, arranged alphabetically by institution name.. These files contain a miscellaneous assortment of materials including correspondence, reports, minutes, and publications.

Series X. Subjects. This series contains materials on miscellaneous subjects. Files are arranged alphabetically by subject.

Series XI. Newsclippings. Alphabetical arrangement by subject.
