HISTORICAL NOTE
 

Floyd L. Logan (1901.1978) founded the Educational Equality League in 1932 "to obtain and safeguard educational opportunities for all peoples regardless of race, color, religion, or national origin." Logan was elected president of the League and served as its president until his retirement in 1977.

Despite a Pennsylvania law forbidding segregated schools, segregation was a common practice in the Philadelphia public school system. Schools were clearly segregated with black teachers teaching only at black schools. The League's foundation began to take shape when the Citizen's Committee of Ten attempted to remove a "overtly-racist" textbook, Problems in American Democracy, from use in the city's junior and senior high schools.

The work of the Educational Equality League made possible greater opportunities for black teachers and the eligablity of blacks to be appointed to administrative positions in the Philadelphia School District. Following the United States Supreme Court's decision outlawing segregation in public schools, the League worked strenuously with the NAACP to desegregate the private Girard College and to force the Philadelphia Board of Education to adopt an affirmative action policy in the 1960s. The West Philadelphia High School Gymnasium is named in honor of Floyd L. Logan.

Series I. Educational Equality League, 1934.1978: This series consists of 11 subseries: administrative files of the Educational Equality League (EEL) including minutes, agendas, annual reports, committee records, etc; financial files of the EEL; incoming and outgoing correspondence of the EEL, chronologically arranged (1922.1976) and alphabetically arranged; conferences, panels, and symposiums of the EEL or sponsored by the EEL; files of litigations involving the EEL; testimonies, statements, and protests made by the EEL; EEL newsletters published from 1957 to 1971; files concerning job applications or appointments; subject files, arranged alphabetically, document the activities and problems that directly involved the EEL, including racial conflicts in public school education, personnel matters, complaints of teachers and students, and politics; files of the annual dinnersand other social activities sponsored by EEL from 1935 to 1976; and personal files of Floyd Logan, including correspondence, awards and speeches.

Series II. Board of Education, 1937.1977: This series embraces all materials concerning the Board of Public Education of the School District of Philadelphia. It consists of the following subseries: administrative files of the Board of Education including minutes, agendas, etc; records of various committees and offices under the Board of Education; miscellaneous reference materials related to the Board of Education and its work; files on subjects that interested the Board Education, or projects and policies it initiated, including desegregation, integration, complaints and problems at various schools, etc.; newsletters issued by the Board of Education and other local school districts; litigation files; personnel records, including correspondence relating to maintenance positions, investigations into the racial balance in education, and resumes from a multitude of job-seekers; financial matters, including budgets, capital programs, and pay plans.

Series III. Other Organizations, 1956.1977: This series includes files, alphabetically arranged, on all civic and public organizations that worked with the EEL, as well as files on individuals bearing specific interest to Floyd Logan, including the Citizens Committee on Public Education, the Fellowship Commission, the Pennsylvania Human Relations Commission, the Philadelphia Federation of Teachers, the Urban League of Philadelphia, and the West Philadelphia Corporation.

Series IV. Pamphlets, 1963.1977: Pamphlets that were published in the 1960s and 1970s. The pamphlets cover a wide range of subjects that interested Logan and the League.

Series V. Newsclippings: There are 5 cubic feet of newsclippings personally collected by Floyd Logan dating back to 1920s. While the bulk came from major newspapers of the city, many items were drawn from the local black papers, especially the Philadelphia Tribune and the Philadelphia Independent. The contents cover a wide range of subjects, from racial discrimination in public education, black students demonstrations, juvenile delinquency, and problems of local interest, to national and world political issues.
