HISTORICAL NOTE


The Pennsylvania Physical Therapy Association (PPTA) is the statewide chapter of the American Physical Therapy Association (APTA). The Pennsylvania Chapter was originally chartered in 1929. The mission of the PPTA is to foster the development of physical therapy services and physical therapy education in the state; promote legislation to protect the interests of its members and the public at large through governmental, professional, and voluntary groups; encourage active research in the field of physical therapy; and provide for the dissemination and exchange of current information.

The organization draws on members throughout the Commonwealth of Pennsylvania. The membership consists largely of practicing physical therapists, but also includes student members in formal training programs. The Chapter is divided into seven geographical districts, with its administrative office in Harrisburg, and consists of eight standing committees: Finance, Legislative, Continuing Education, Quality Assurance, Public Relations, Research, Professional Development and Insurance Relations. There is also an Ethics Committee, a Nominating Committee and various task forces appointed for specific assignments.

PPTA is governed by a Board of Directors comprised of the president, president-elect (whose first year coincides with the final year of the president’s term), vice president, secretary, treasurer, chief delegate and chairmen of the geographical districts and the immediate past president. There is also an Executive Committee which consists of all the officers of the Board of Directors, except the district chairmen. Rather than a chairman from each district, one member-at-large serves on this committee and is chosen from the district directors. There is also a House of Delegates representing all qualified members of the Chapter.

COLLECTION OVERVIEW
 

This collection consists of the official records, correspondence and publications of the Pennsylvania Physical Therapy Association and of closely related organizations such as the Pennsylvania State Board of Physical Therapy and the American Physical Therapy Association. As such it provides an important primary source for researchers exploring the history and development of the profession of physical therapy in the United States in the middle to late 20th century, with particular emphasis on the Commonwealth of Pennsylvania. Particularly important is the documentation of the efforts to legally establish and accredit the profession and to create educational standards for its members.

Overall, these records reflect PPTA’s sustained efforts to meet its mission (as stated above in Background). Continuous communication, via correspondence and reports, to and from its districts reflects a commitment to maintain a strong network of Pennsylvania constituents, while its national affiliation is documented in the APTA series, which is more than 1-linear-foot in this collection. In addition to promoting efforts to improve the practice of physical therapy, a serious commitment to promote and assist in legislative revisions and regulatory monitoring of the profession is evident in the multiple legislation/regulation subseries arranged in the Correspondence, APTA, State Board of Physical Therapy and Miscellaneous series.

With the exception of the Board of Directors Meeting files which extend through April 1996, most of the records in this collection date from the 1970s and 1980s. It should also be noted that the repetition of certain subjects, such as legislation/regulation as referenced above, in more than one series is intentional. These subjects appear in various document formats other than correspondence and were not removed from their respective series in order to retain original order.

Series I. Administration: 6 boxes, 34 subseries. Organizational and operational matters, such as bylaws, policy and procedures and meetings make up the bulk of this series, with most of the material dating from 1970-1996. Approximately three boxes contain records relating to the Board of Directors and Executive Committee meetings. Issues of professional practice are also represented in this series through the files of the various programs and committees implemented by the PPTA. Examples of these programs and committees, which are arranged as individual subseries, include the Physical Therapy (P.T.) Assistant Programs and Audit Feasibility Study (1970s) and the Quality Assurance, Professional Development and Publications Committees.

This series includes several revisions of the PPTA’s bylaws from the 1970s, policy and procedure manuals (1979, 1996) and subfiles on procedural issues such as board meetings, elections and disciplinary actions. Task Forces is another subseries and includes issues of organizational operation and of professional practice. Most of the records in this series concern the Board of Directors and Executive Committee and are arranged as a “meeting” subseries for each entity. Minutes and agendas are included in some of these files, but the bulk of these papers, arranged chronologically, are of reports presented at the meetings and submitted from the various standing committees and geographical districts. These reports are dated one to three months prior to their respective meeting dates. Prior to 1971, the Board of Directors was referred to as the Executive Board.

Most of the Board meeting records are from 1970 through 1996, with two meetings per year. The bulk of the Executive Committee meetings material covers 1966-1993. Membership Meetings were also referred to, and labeled here, as Business (Membership) Meetings. Though there are only several files to this subseries, it does include minutes for the 1984-1994 meetings. There is only one file for the House of Delegates -- a 1985 meeting.

Series II. Correspondence: 2 boxes, 2 subseries. The first subseries of correspondence to and from PPTA is arranged chronologically, for the years 1970-1987. The bulk of correspondence is chronological. The second subseries is by subject, of which there are 11 different matters. Most of this correspondence dates from the early- to mid-1980s.

Series III. Financial: 1 box, 10 subseries. This series spans 1962-1984 and contains selected budgets, permits, reports, invoices and liability certificates. 
This series consists of two subseries. The bulk of the correspondence, including letters to and from PPTA, is arranged chronologically. The remainder of correspondence is arranged by subject to maintain the original order of these records. Most of this correspondence pertains to matters related to the practice of the profession, rather than the operation of the chapter organization, such as electromyography, legislation and licensing complaints.

This series spans 1962-1984 and contains selected budgets, permits, reports, invoices and liability certificates. Other financial reports are included in Board of Directors and Executive Committee Reports under the Administration series.

Series IV. Conferences: less than 1 box, 2 subseries. The majority of the material consists of annual conferences sponsored by PPTA for the years 1968 to 1992. The remainder is of other conferences, which includes PPTA seminars and forums, from 1979-1992. This series is separated into two types of PPTA conferences. The bulk of the material pertains to the annual conferences sponsored by PPTA. The remainder is arranged as “other” conferences, which include special PPTA seminars and forums. Materials include printed programs and other related materials, such as loose handouts and program planning notes. Both types of conference subseries are arranged chronologically. A revised annual conference manual dated 1985 is also included in this series, in a separate folder, as well as an undated guideline regarding the planning of “other" conferences.

Series V. American Physical Therapy Association: 1+ boxes, 10 subseries. This organization is the umbrella organization of the PPTA. One-third of the records (from approximately 1971-1987) relate to administrative aspects of the APTA, such as bylaws, board of director meetings and organizational structure. Chapter memoranda (from 1966-1976) comprise another third of the records. The remaining third includes correspondence, conference materials and various programs and issues (from approximately 1971-1987).

APTA is the national umbrella organization for the state physical therapy profession in the United States. This series focuses on the activities of APTA as it relates to the PPTA and other states, and contains the following: accreditation standards (1986), Board of Directors meetings notes (1971-1981), Bylaws (1971-1981) and a history of the national organization. Minutes of state meetings, chapter memoranda (1966-1976) as well as reports regarding conferences (1972-1977) and other meetings (1982-1987), correspondence (1972-1988) and laws, state regulations and licensing are included. Education folders include two categories: developing education programs and setting requirements.

Series VI. State Board of Physical Therapy: less than 1 box, 9. subseries. The Board’s focus on licensing and regulation of the practice of physical therapy is reflected in the subseries, such as legal reports (1977-1992, incomplete) and regulations (1984-1991). There is also a subseries of the State Board of Chiropractic (1989-1991).

The State Board of Physical Therapy, located in Harrisburg, is the main organization in licensing and regulation of physical therapists for Pennsylvania. Included in this series are examinations, legal reports (1977-1992), meeting materials (1989-90), minutes (1990) and regulations (1984-1991). Other documents relate to and are arranged in specific issues/topics, including the State Board of Chiropractic (1989-1991), electroneuromyography (1982-1992), Athletic Trainers’ Advisory Committee (1989), as well as miscellaneous documents. The State Board of Chiropractic subseries includes documentation of the sometimes contentious relationship between chiropractors and physical therapists.

Series. VII. Publications: 1 box, 2 subseries. This series consists of publications of the PPTA as well as other organizations. This series includes publications produced by PPTA, particularly the printed programs for its seminars and conferences, as well as publications produced by other organizations. Reprints of the PPTA newsletter are also included, dating from 1980 to 1995.

Series. VIII. Awards and Certificates, Exhibit and Audiovisual: 1 box, 13 subseries. Most of the material in this series is from the mid-1970s to the mid-1980s. Included are achievement awards (1977-1978), Lucky Blair Service Awards (1975-1980), miscellaneous awards and plaques (1976-1984), one video, titled “Direct Access" and a promotional button, as well as the governor’s signing of an act for Physical Therapy Week in 1966. There are three folders containing photo reproductions for an exhibit (no date), an award plaque, a video on Direct Access and a “Let’s Get Physical” button.

Series IX. Miscellaneous: 1 box, 8 subseries. Items that do not fall easily into other categories because of their format or order are in this series. Subseries include: Legislation/Regulations (1971-1985), Education (1971-1981) and Professional Standards Review Organizations (1972-1976).

Included in Legislation/Regulations (1971-1985) are discussions and correspondence relative to legislation and regulations affecting various professions within the practice of physical therapy. Direct dealings with the State Board of Physical Therapy or the American Physical Therapy Association concerning legislation and regulations can be found under both series under their own listings. The subseries Education (1971-1981) contains information mainly on continuing education. The Professional Standards Review Organization (PSRO) (1972-1976) was set up to improve the quality of healthcare through peer review. Included in the subseries is correspondence and reference to two Pennsylvania PSROs: Allegheny (Pittsburgh) and Philadelphia. Included in the Miscellaneous Series are folders on: Health Policy Institute Manpower Survey (Univ. of Pittsburgh, 1982); Map of Pennsylvania and Hospital Directory (1974); Profile of Physical Therapists, 1978; Rehabilitation Services, 1976; and Report of the closing of the School of Allied Medical Professions (University of Pennsylvania), 1976-1977.


ACQUISITION INFORMATION

Initial materials were deposited in August 1985 by Mary Ellen Smith (Acc. 597) and in August 1986 by John Robertson (Acc. 628). When the collections were formally processed, the records were merged under accession number 597.
