HISTORICAL NOTE

The Student Welfare Council (SWC) began operation in 1939 under the leadership of 21 women with the goal of overcoming the high school dropout problem by providing supplementary aid and guidance so that African-American students could attain a higher education. Formally incorporated in 1943, the council provides small grants to undergraduates and loans to graduate students. The council's evaluation of potential recipients is based on their high school record, financial need, and acceptance by a college, and over the years of the collection currently held, the organization disbursed more than $400,000 in aid.. The Urban Archives holds the organization's archives through 1977; later records are still held by the council.

During much of its history, the Student Welfare Council's primary sources of income were private trust funds, such as the Helen Beatty Fund, which in 1952 asked the council to screen and recommend high school graduates with potential for a higher education and to provide guidance and a liaison relationship with the students and with the institutions they attended. The Helen Beatty Fund's goal was to assist students "whose character, personality, scholarship, and leadership gave promise of success in college and possibility of future development." Over the years, the council has raised money through personal donations, membership fees, and various fund-raising activities.

The collection includes the organization's charter, annual reports, the minutes from meetings, correspondence, financial records, information on scholarships and donors, newsletters, a scrapbook, news clippings, guidance committee files on aid recipients, and information about other organizations.

Series I: Administrative. Records relating to the operation of the council, including its charter, annual reports, minutes of meetings, personnel records, and history.

Series II: Correspondence. Incoming and outgoing correspondence.

Series III: Finances. Financial records, including reports of annual outlays for scholarships and records of the council's tax-exempt status.

Series IV: Public Relations. Records of the publicity about the council, including newsletters, press releases, news clippings, and a scrapbook.

Series V: Guidance Committee. Records of the committee that established awards to students and provided liaison to their schools of higher education.

Series VI: Fund raising/Scholarship funds. Records of membership drives and grants from trust funds, such as the Helen Beatty Scholarship Fund and the McKee Scholarship Fund.

Series VII: Recipients. Closed files on scholarship recipients.

Series VIII: Outside organizations. Files relating to other scholarship organizations and the Science of Mind Society.
