BACKGROUND

Walter M. Phillips, Sr. (1912-1985), was active in the beginning of the Philadelphia renaissance from a civic and political background. His career in civic affairs lasted for more than thirty years when he retired in 1974 to undertake the Walter Phillips Oral History Project, on deposit in the Urban Archives. Phillips attended Princeton (1935) and Harvard Law School (1938) before returning to Philadephia to practice law. His voluntary activites include the founding the City Policy Committee (1940), the Citizen's Committee on City Planning (1943), and the Greater Philadelphia Movement (1947). Professionally, Phillips was President of the Bureau of Municipal Reasearch (1944-1947). He managed Joseph Clark's successful race for Mayor of Philadelphia in 1951, and served in Clark's cabinet as City Representative and Director of Commerce through 1955. From 1952 to 1962, Phillips was Executive Secretary with the Delaware River Basin Advisory Committee, later the Delaware River Basin Commission. Phillips was active in a variety of public and private agencies and played leading roles in the Americans for Democratic Action and Lincoln University. He was the reform candidate against Mayor Tate in the 1963 Democratic primary election.

Series I. Political/Civic Career (1927-1973). Phillips was involved with political and civic agencies, many of which Phillips fully documented. This series is arranged by either the extensivley documented groups, or general subjects: American for Democratic Action, Bicentennial, Bureau of Municipal Research, Citizens Groups/Civic Agencies, City Charter, City Planning, City Policy Committee, City Representative/Director of Commerce in the Clark Administration, Greater Philadelphia Movement, National Policy Committee, PENJERDEL, Philadelphia Housing Authority, Political Campaigns, Politics (Local and National), and Work Logs.

Series II. National and International Affairs (1939-1975). This series includes Labor Arbitration/War Labor Board, National and International Affairs, and Post War Concerns.

Series III. Conservation and Education (1942-1978). Phillips later years were involved with environmental and educational concerns, most notably: General Conservation, Delaware River Basin Commission, Educational Institutions/ Conferences, and Lincoln University.

Series IV. Personal (1937-1978). Lists of Names and Organizations with which Phillips worked, Personal Correspondence, Personal Subjects, Miscellaneous documents, and Photographs.

BACKGROUND

Walter M. Phillips, Sr. (1912-1985), was active in the beginning of the Philadelphia renaissance from a civic and political background. His career in civic affairs lasted for more than thirty years when he retired in 1974 to undertake the Walter Phillips Oral History Project, on deposit in the Urban Archives. Phillips attended Princeton (1935) and Harvard Law School (1938) before returning to Philadelphia to practice law. His voluntary activities include the founding the City Policy Committee (1940), the Citizen's Committee on City Planning (1943), and the Greater Philadelphia Movement (1947). Professionally, Phillips was President of the Bureau of Municipal Research (1944-1947). He managed Joseph Clark's successful race for Mayor of Philadelphia in 1951, and served in Clark's cabinet as City Representative and Director of Commerce through 1955. From 1952 to 1962, Phillips was Executive Secretary with the Delaware River Basin Advisory Committee, later the Delaware River Basin Commission. Phillips was active in a variety of public and private agencies and played leading roles in the Americans for Democratic Action and Lincoln University. He was the reform candidate against Mayor Tate in the 1963 Democratic primary election.
