Historical Note
The Spruce Hill Community Association represents 16,000 residents of a West Philadelphia neighborhood encompassing Market Street on the north, Woodland Avenue on the south, and 40th and 46th Streets on the east and west. It was founded in the spring of 1958 by a dozen residents concerned with falling property values and a negative perception of the area. Within a year, membership had grown to 400 residents. Within the first few years of the association’s founding, a number of beautification and gardening projects were initiated; improvements were made to Clark Park; an art show was held exploiting the creativity of the area’s residents; and an open house was held to show off the area’s impressive late 19th century architecture. An annual community fair was begun, both to bring together members of the community and to raise money for the association’s activities.
The documents collected here represent simple events in the life of the community--Halloween parties, card parties, Christmas caroling, baseball games, bowling outings--as well as the larger issues of zoning, crime, parking, housing code violations, landlord/tenant issues, liquor licensing, retail development, relations with the University of Pennsylvania and relations with other community organizations and the city.
As it enters its fourth decade, the Spruce Hill Community Association remains a vital organization. It remains committed to the quality of life issues upon which it was founded. In 1996 its “Spruce Hill Community Renewal Plan", developed in cooperation with the University of Pennsylvania, received the Pennsylvania Planning Association’s top award for “comprehensive planning by a small community."

Series 1: Administration, 1959-1990, undated. Materials include bylaws, minutes of meetings, membership and dues records, and general correspondence. This series also includes files relating to some committee activities, including the Elections Committee. There are several subseries documenting the involvement of various individuals who served on the SHCA Board of Directors, or as President of the SHCA, at various times. In addition, there is a subseries, arranged by year, of minutes, mailings, and related materials sent to the members, which document the activities of the SHCA for that year.
Series 2: Financial, 1958-1988. Materials include budgets, treasurers’ reports, bank records, and receipts and bills paid.
Series 3: May Fair Activities, 1959-1993, undated. This series documents the annual May Fair, a major activity of the SHCA. The records include permits, financial records, committee reports, and publicity information (posters, flyers). See also Series 7: Photographs.
Series 4: Other Activities, 1963-1987, undated. This series documents the various programs and activities sponsored by or participated in by SHCA. SHCA had a wide-ranging mission to improve the quality of life in the community, and organized committees and projects to address issues such as parking, zoning, education, crime and safety, home improvement, and trash removal. SHCA also organized social activities such as house tours, parties, and fairs. The series includes correspondence, posters and flyers, minutes of committee meetings, news clippings and publicity information. A separate subseries document the SHCA’s involvement with the zoning process.
Series 5: Publications, 1959-1989, undated. This series consists of publications of the SHCA, including the SHCA newsletter, a local service directory (Close-at-Hand), and many flyers, mailings and posters promoting the organization and its activities. This series also includes files of clippings from local newspapers, documenting the activities of SHCA and the interests of its membership.
Series 6: Other Organizations, undated. This series documents the relations of SHCA with many local community action and other organizations. SHCA supported or was involved in the activities of similar organizations such as the Friends of Clark Park. SHCA maintained files on the activities of organizations such as CLASP and the Institute for Civic Virtue, including their publications. This series also documents the relationship of SHCA with the University of Pennsylvania, the West Philadelphia Corporation, and the government of the City of Philadelphia.
Series 7: Photographs, 1962-1970. This series consists of some black and white prints and about 1,300 35 mm color slides, arranged as a slide show with topical dividers, that document the activities of SHCA and its membership, especially the annual May Fair. The organization of slides reflects the arrangement provided by the Association; original title slides separate the slide groupings. Archive commentary in parentheses. Gaps in sheet reflect slides missing from the collection at the time it was organized. Additional 8x10 and 4x5 black and white prints of activities are indicated in folder descriptions at the end of the slide descriptions.

Series 7: Photographs and slides, 1962-1970 (PC-79)
This series consists of some black and white prints and about 1,300 35 mm color slides, arranged as a slide show with topical dividers, which document the activities of SHCA and its membership, especially the annual May Fair. The organization of slides reflects the arrangement provided by the Association; original title slides separate the slide groupings. Archive commentary in parentheses. Gaps in sheets reflect where slides were missing from the collection at the time it was processed. Additional 8x10 and 4x5 black and white prints of activities are indicated in folder descriptions at the end of the slide descriptions.
